Indonesia was struck by terror in East Java. Two successive suicide bombings occurred in Surabaya on Sunday (13/5) and Monday (14/5).

Terrorism observer from UIN Syarif Hidayatullah Jakarta, Zaki Mubarak, said the act of terror involving children is a form of doctrine of the Islamic State of Iraq and Syria (ISIS). According to him, the bomb attacks in Surabaya showed a linkage with the ISIS strategy that used children and women to carry out attacks.
"So the message is being submitted, and ISIS has a design or pattern of involvement of such children," Zaki told Headlines Viral, on Monday (14/5).
Zaki says there are several factors why ISIS and its followers make children as perpetrators of terror attacks. According to him the main reason to use the children when they lack the resources of adult male members.
Zaki assesses that the ISIS terrorist groups in Iraq and Syria, and their followers in several countries including Indonesia, have suffered significant reductions. This is because a lot of members ISIS adult male who was killed or captured by the local state government.
"So suicide bombing using children will be massively driven after ISIS lacks resources (human)," Zaki said
Zaki then pointed out that one of the ISIS actions using children in bomb attacks occurred in Damascus, Syria, December 2016, a video circulating on the Internet shows ISIS militant scenes giving talks to two girls, aged less than ten.
In children's body, ISIS paired bombs that are activated using the remote control. Then in the next scene showed the two boys carrying the bomb walked into the Damascus police station, Syria, and then there was an explosion.
The second reason is to deceit. The children more easily fool the security forces and the public, rather than using adult males. Because this attack pattern has not been controlled by the police.

During this time the police just focus on bearded men, who have characteristics such as terrorists. Children are figures who are far from the police predictions and estimates, so they were told to commit suicide bombings earlier.
A third reason is to spread propaganda to followers and ISIS sympathizers all over the world so as to spur more on 'jihad', it is one of ISIS's tactics to build the emotions of its followers before the action.
"They said, 'Are you not ashamed of these children?' They invite, 'Do not relax at home, whereas the children go to the battlefield, are you young men not shy ?, "Zaki said.
Shifting Doctrine
In addition to the above three reasons, a bomb attack carried out by a family into a new mode of terror in Indonesia. According to him, nowadays there is a shift in the doctrine of 'global jihad'.
